US Coastguard and Cruise Ships

When a cruise ship departs Port Everglades it is accompanied by a US Coastguard vessel until it is a certain distance outside the harbor. I understand the reasoning behind this protocol, but I must say that I was surprised the first time I witnessed an armed boat zig-zagging and circling our ship.
